Must we double the investment because there are two owners for a Guelph applicant?

THE DIRECT ANSWER

E-2 does not prescribe a universal fixed amount per owner or require the same contribution from every partner. Assess the qualifying investment, proportionality to the business cost, genuine commitment and the applicant’s eligibility on the actual facts. The partnership’s commercial funding needs still have to be met.

Compare the operating budget with the contributions

Identify what each owner has supplied, what remains promised and what the business must spend to open and operate. Government and professional charges are separate budget items. A larger headline contribution does not cure a control, nationality or nonmarginality problem.

Cost the actual enterprise from purchase through early operations, then compare the committed amount with that business’s credible total cost. The first review should produce a uses-of-funds schedule distinguishing price, equipment, deposits, inventory, professional services and working capital. Closing statements and invoices settle expenditures; the deal documents settle whether money could still be reclaimed without loss. A problem occurs when a large cash balance is counted as investment while it remains freely available. Hypothetical example: A commercial-kitchen hood balancing company has a modest purchase price but expensive testing equipment and vehicle upgrades. The investor should document the whole operating commitment, not simply wire a small deposit and describe future optional purchases as money already at risk.

Use a written checkpoint for uses of funds, enterprise costs and capital exposure point. Name the original record, the person responsible for obtaining it, and the date by which any contradiction must be resolved. This lets the applicant make a practical decision from verified facts instead of relying on a convenient assumption. If the answer changes the structure or schedule, revise the plan before the next immigration step.
