PUSLINCH · GOLD CARD FIELD GUIDE

Is anything recoverable if a Puslinch applicant changes course again?

THE DIRECT ANSWER

Assume not. A gift is not designed to be returned and a processing fee is consumed by the process. That is the opposite of an investment, which is capital at risk and in principle recoverable once programme requirements are met. Confirm the current terms officially before any payment is made.

Irreversibility is the defining feature

For someone who has already watched one plan change, this is the point that deserves the most attention. Under the investment programme the money is capital: it is at risk, it can be lost if the enterprise fails, and it can in principle be returned once the requirements have been satisfied. Under the Gold Card framework the payment is a gift, which by definition is not returned, plus a processing charge that is consumed.

There is no version of changing your mind that recovers it. That shifts all of the diligence to the front: establishing that the framework actually delivers the outcome the household wants, confirming who is covered, taking Canadian and United States tax advice about residence and about holdings in an Ontario company, and re-reading the official terms on the day of payment. It also means treating any pressure to decide quickly as a reason for delay rather than urgency.
